FBI agent arrested on sexual assault charges in Gaithersburg, police looking for more victims





GAITHERSBURG, MD. — A federal agent with the FBI has been arrested on multiple sexual assault charges following allegations from two women, and detectives are demanding other victims come forward, Montgomery County police said Tuesday.

Eduardo Valdivia, 40, of Gaithersburg, faces charges including two counts of second-degree rape, four counts of fourth-degree sexual offense and four counts of second-degree assault. He was taken into custody on Monday, Nov. 25, and is being held in the Montgomery County Central Processing Unit while awaiting a bond hearing.

The allegations involve two women who reported being raped at DC Fine Line Tattoos, Valdivia’s tattoo studio in the 9800 block of Washington Boulevard. Both women said they were lured to the studio under the false pretense of modeling opportunities with Exeter Models. They believed they had been communicating with a woman before meeting Valdivia, whom they knew as “Lalo Brown.”

The first victim came forward in October 2024, and a second victim reported a similar attack in November. Investigators identified “Lalo Brown” as Valdivia, and both women later confirmed he was the attacker.

Detectives from the Montgomery County Police Special Victim Investigation Division are leading the case and believe there may be additional victims. Anyone with information is asked to contact the department at 240-773-5400.
