Three life sentences for repeat sex offender

Nov. 1 — MIDLAND — A 58-year-old Midland man was sentenced to three life sentences late Thursday after being found guilty of child sex abuse charges by a Midland agency, Midland County District Attorney Laura Nodolf announced Friday . County jury.

Jackie Nolan Kocks was charged with two counts of Aggravated Sexual Assault of a Child and another count of Indecency by Exposure to a Child in case number CR57050. The trial began on Monday, October 28, and the jury found Kocks guilty on all three charges during lunch on Thursday after deliberating for nearly three hours. The defendant chose to have his sentence determined by Judge Jeffrey Robnett, who handed down three life sentences Thursday afternoon.

The statement stated that the evidence presented in the case showed that the defendant penetrated the genitals of a female victim under the age of 14 twice in 2018 and 2019, and exposed his genitals to the same child in 2019.

Evidence also revealed that Kocks had previously been convicted of a child sex crime in Mitchell County in 1986, which required him to register as a sex offender. By law, a prior conviction automatically resulted in a life sentence upon conviction for the crime of Aggravated Sexual Assault at issue in the case. Judge Robnett then decided to consider the maximum possible sentence of life imprisonment for the Indecency charge. The defendant was also previously convicted of Driving While Intoxicated twice.

Kocks must serve at least 30 years of their concurrent sentences before the possibility of parole. Even then, parole eligibility does not mean parole will be granted, the statement said.

The case was prosecuted by Midland County Deputy District Attorneys Todd Meador and Paola Lujan-Hayes. The Kocks were represented by Dallas attorney Nicholas Toufexis. The trial was held in the 441st District Court and Judge Jeffrey Robnett presided.
