Authorities Arrest Oklahoma City Man Charged with Various Charges Following Owasso Chase

Authorities arrested an Oklahoma City man after a trespassing call at an Owasso Kum & Go grocery store turned into a high-speed pursuit across multiple counties early Saturday.

Officers responded to Kum & Go, 13704 E. 106th St., after store employees reported a suspicious vehicle at the fuel pump was there “all night” without refueling or leaving the vehicle. He responded to North around 3:45 a.m. Owasso Police Department.

Owasso Police say when they arrived at the store, employees told officers they wanted the driver, later identified as 44-year-old Barton Bleu Stovall, to leave the property.

Police said they attempted to contact Stovall, who was described as coherent but unresponsive. Police said he was warned to leave and officers left after employees initially refused to file a complaint.

Later, around 4:15 a.m., police were called back to the scene after employees decided to pursue criminal trespassing charges.

Officers attempted to communicate with Stovall for an extended period of time, warning him of the possible consequences of not leaving the building.

Police said Stovall still refused contact, prompting officers to notify him that he was under arrest for trespassing, obstruction and resisting arrest.

According to an Owasso Police report, officers placed Stop Stick tire deflation devices under the vehicle and attempted to communicate through the driver’s window and speakerphone, but Stovall remained unresponsive.

Police then used a Less Lethal Launcher to break the rear window and fire pepper bullets into the vehicle to try to get out of Stovall.

Police said Stovall then ran over Stop Sticks, flattening his rear tires and told officers he was heading south on US 169 near 106th St. He said he was heading west on North.

Even though the tires were flat, the pursuit continued toward Tulsa at speeds of 90 mph, OPD said.

The pursuit progressed onto I-44 and speeds slowed as the vehicle approached Yale Boulevard. An Oklahoma Highway Patrol trooper then conducted a tactical intervention on the vehicle, forcing it onto the shoulder.

Stovall exited his vehicle but continued to ignore commands. Owasso officers deployed their stun gun and he was taken into custody. Stovall was transported to a local hospital for a medical examination before being booked into the Tulsa County Jail.

Stovall faces multiple traffic violation charges, including felony evading, trespassing, resisting arrest, obstruction, reckless driving and failure to maintain lane and unsafe lane change.

This multi-county incident involved both Rogers and Tulsa counties, with Owasso Police shouldering most of the blame.

OPD said most of the charges will be filed by Owasso Police since OHP performs the TVI and submits the arrest.
