Seaford man arrested on felony DUI, weapons and drug charges after incident in Woodland Ferry

SEAFORD, Del. — Delaware State Police arrested a Seaford man who was found impaired by drugs and a firearm at Woodland Ferry on Tuesday on multiple felony charges.

The incident occurred around 16:20 on October 29, when police responded to a report of a man who appeared to be unconscious in the Mazda Protégé on the ferry. When they arrived, EMS personnel identified 51-year-old Leslie Riggleman Jr. He was already evaluating the driver he was said to be. Riggleman refused medical treatment, but troopers noticed signs of disability and took him into custody without incident.

During a search of Riggleman and his vehicle, troopers found approximately 1.17 grams of heroin, drug paraphernalia and a shotgun. A background check revealed that Riggleman had two prior DUI convictions, which elevated his current DUI charge to a felony.

Riggleman was transported to Troop 5, where he was charged with felony DUI, drug possession, possession of drug paraphernalia and firearms offenses. Following his hearing in Magistrates’ Court 3, he was committed to Sussex Correctional Institution on a $26,500 secured bail.
