New Delhi, Nov 7 (PTI) The Supreme Court on Thursday began hearing the suo motu case regarding the rape and murder of a doctor at RG Kar Medical College and Hospital in Kolkata.

A bench comprising Chief Justice DY Chandrachud and Justices JB Pardiwala and Manoj Misra is hearing the matter.

The apex court is examining the status report submitted by the CBI.

The apex court had on October 15 questioned the West Bengal government on the recruitment of civilian volunteers in the state and sought data on the recruitment and appointment process of these people.

On September 30, the high court expressed dissatisfaction over the “delayed” progress made by the state government on installation of CCTVs and construction of toilets along with separate recreation rooms in government medical colleges and directed the state to complete the ongoing work by October 15.

On September 17, the high court expressed regret over the findings in the CBI’s status report in the case, refusing to disclose details and observing that any disclosure could jeopardize the ongoing investigation.

Earlier on September 9, the high court expressed concern over the absence of ‘challan’, an important document sending the junior doctor’s body for post-mortem, in the records placed before it and sought a report from the West Bengal government.

On August 22, the high court suspended the Kolkata police over the delay in registering the case of unnatural death of the deceased and termed the incident “extremely disturbing”, but frowned upon the sequence of events and timing of procedural formalities.

The apex court had constituted a 10-member national task force to formulate a protocol to ensure the safety and security of doctors and other healthcare workers.

Terming the incident “horrific”, the high court had condemned the state government for allegedly delaying in lodging an FIR and allowing thousands of people to vandalize the state-run facility.

The incident, in which the doctor was killed with scars on his body, sparked protests across the country. The day after the crime, a civilian volunteer was arrested by the Kolkata police in connection with the incident.

On August 13, the Calcutta High Court ordered the transfer of the investigation from the Kolkata police to the CBI, which started its investigation on August 14. PTI PKS ABA PKS AMK AMK
