Schools in Delhi exempted from paying additional fee for upgrading to secondary level | Education

As per the order of Delhi Lieutenant Governor VK Saxena, primary or secondary schools can be upgraded to senior secondary institutions without paying any additional fee to DDA.

The LG’s decision, which comes after the high court order, will exempt such communities or schools from paying additional floor area rate (FAR) charges, it said in a statement on Saturday.

The LG also directed the DDA to amend the lease agreements with the societies to this effect. Accordingly, DDA has issued a standard operating procedure for conversion or upgrade of primary and secondary schools into high schools.

According to the SOP, such schools will be able to avail additional FAR for such an upgrade but will not be required to pay any fee for the same.

Societies and schools will now apply for NOC to DDA to avail additional FAR along with permission from education department for upgradation, membership certificate from boards (CBSE, ICSE, etc.) and income tax exemption certificate. The statement said:

The DDA then issues the applicant’s land rent etc. It will determine whether it has any outstanding dues and whether it is occupying any additional space and will provide services to the NOC without paying any additional FAR fee.

He added that upgradation of societies or schools will have to comply with the Unified Building Code (UBBL) norms and the layout plan will have to be approved by the concerned authority as per the law.
