PC sacked after panel finds he raped woman

A police officer was forcibly dismissed after a panel found he raped and sexually assaulted a woman.

Jay Callen, who worked for Thames Valley Police (TVP), was sacked after a misconduct panel found “appalling conduct” was evidenced on the balance of probabilities.

It found that sexual violence against women was “one of the most serious acts that any person, let alone an official, can commit.”

Mr Callen denied wrongdoing and his representative said that despite the “very serious criminal nature” of the allegations, the woman and police were not considering criminal prosecution.

Former police officer Aparna Rao said Mr Callen was “concerned” about the woman’s “true motivation” in accusing him of these offences.

However, the panel said it was approached by TVP after receiving an anonymous referral.

He heard she initially “expressed some concerns that the matter was being taken out of her hands” and that she did not want to report Mr Callen to the police.

The board found that these “were not the actions of an individual attempting to fabricate evidence against officers or pursue some form of vendetta or agenda.”

But Ms Rao said the allegations were “to date vague” and “lacking detail”, hindering Mr Callen’s “ability to respond to them”.

Parts of last month’s misconduct hearing were heard in private. The edited articles were published by TVP on Thursday.

The panel found that Mr Callen, who joined TVP in 2000, “recognized or should have realized” that his conduct was “inappropriate”.

He said the public would be “insulted” if he received sanctions other than dismissal.

The panel said his behavior was “deliberate and deliberate” and that “the impact of violence against women and girls should be taken into account”.

He stated that this “has been and continues to be a local and national issue.”

TVP did not say where Mr. Callen, who received firearms training, had previously worked.
