Rivera, who was released from Rikers a month ago and lives at the Bellevue Men’s Shelter, has been charged with three counts of murder, police announced shortly after 9 p.m.

Adams said it’s unclear why Rivera returned to the streets.

“There are some real questions we need to look at as to why he was on the street, and there are some serious mental health issues that need to be examined, and that’s what we’re trying to determine in the investigation,” the mayor said. .
