Between 25. November and 10. December 2024, the European Union is expected to meet with a Gefechtsubung (LIVEX) in Bergen at the Truppenübungsplatz. The European Union will hold its second Live Military Exercise (LIVEX) in Bergen, Germany, between 25 November and 10 December. This live exercise is part of the broader MILEX24, which also includes the command center exercise. This is an important step in implementing the full operational capacity of the European Union Rapid Deployment Capacity (EU RDC), one of the key outcomes of the EU’s Strategic Compass. The aim of the EU RDC is to enable the deployment of a modular force of up to 5,000 soldiers to respond to a crisis outside the EU’s borders.

The combined multinational exercise will be carried out under the command of Eurocorps and the German Army Command. EU LIVEX will be based on the EUROPEAN CHALLENGE 2024 Exercise led by Germany. This live exercise will train the deployment of EU Battle Group Force Package 25 for a pre-defined scenario.

15 EU Member States* and more than 1,700 troops will participate in EU LIVEX. The aim is to test interoperability in the planning and execution of joint operation at all levels:

• Strategic level Operations Headquarters (OHQ) under the responsibility of the Military Planning and Conduct Capability (MPCC) from Brussels.
• Force Headquarters ((F)HQ) at the operational level, under the responsibility of Eurocorps, will receive training from Bergen (mainly) and Strasbourg, reinforced by an Irish company as force protection.
• EU Battle Group (EUBG) troops were deployed at a tactical level in the Bergen training area. Germany provides the EUBG with the CORE Battle Group under the command of Mountain Infantry Battalion 231, a light/reinforced infantry unit, and the medical portions of the Medical Task Force (MED TF). Austria provides the Combat Service Support Battalion.

Background

The European Union has been conducting crisis management military exercises since 2002 to test the effectiveness of military command structures and procedures.

In this context, the EU live exercises, the first edition of which will be held in Spain in 2023, are an important step in the implementation of the full operational capacity of the European Union Rapid Deployment Capacity (EU RDC). Actions within the scope of the EU’s Strategic Compass.

EU Member States have adopted an ambitious action plan to strengthen the 2022 Strategic Compass and the Common Security and Defense Policy (CSDP) between now and 2030.
