Former Liberal city manager arrested, accused of rape

SEWARD COUNTY (KWCH) – Former Liberal city manager Russell “Rusty” Varnado has been arrested on multiple sex crime charges, according to the Kansas Bureau of Investigation.

Varnado was detained on November 19 for crimes that occurred between March and August 2024, while he was mayor.

He was booked into the Seward County Jail on charges of rape, sexual assault, lewd and lascivious behavior.

The KBI said the investigation is ongoing and Varnado has been terminated.
