UN calls for action as gang violence pushes Haiti to the brink of state failure

Haiti faces an unprecedented crisis as rising gang violence undermines state authority, a UN official warned on Wednesday.

“Haiti is at a critical crossroads. The extreme increase in gang violence continues to weaken state control, threatening both the Haitian people and regional peace and security, with no signs of improvement,” said Miroslav Jenca, UN under-secretary-general for Europe. Central Asia and America, it was said at the UN Security Council meeting.

Jenca emphasized that the situation in Haiti represents more than a new rise in insecurity, it is a serious escalation with no end in sight.

Noting that instability has reached new levels, Jenca said that gangs now control an estimated 85% of the capital Port-au-Prince.

He said armed groups had laid siege to the city, “attacking government buildings and infrastructure, using extreme violence, including sexual violence, as a weapon of subjugation.”

Underlining the heavy human toll, he said more than 20,000 people had fled their homes in just four days this month, adding to nearly 700,000 people displaced by violence earlier this year.

Jenca also criticized inadequate funding for the $674 million UN humanitarian response plan, which is only 43% funded.

He also noted the efforts of the Kenya-led Multinational Security Support (MSS) mission, saying only 400 of the planned 2,500 personnel had been deployed.

Jenca warned that without additional international support, Haiti risks “a complete collapse of state authority.”

“Such an outcome would be inexcusable for the Haitian people who have already endured so much suffering.” He called on the global community to increase security assistance and prevent the flow of illicit drugs, weapons and ammunition that fuels terrorism. gang violence.

Crisis escalates in Haiti

With a population of more than 11 million, Haiti faces serious problems such as political instability, economic turmoil and a worsening security crisis.

Armed gang violence has killed 3,900 people since the beginning of this year, according to the UN Integrated Office in Haiti.

The increase in violence also led to significant political changes. The resignation of Prime Minister Ariel Henry in April led to the formation of a transitional council.

Garry Conille was appointed prime minister on 28 May, but was replaced by businessman Alix Didier Fils-Aime on 11 November, by council decision.
