Kauai police chief suspended for leaving gun in bathroom

HONOLULU (HawaiiNewsNow) – Outgoing Kauai Police Chief Todd Raybuck will be suspended for three days for leaving his gun in a Kauai Police Department restroom.

A police report obtained by HNN Investigates He said Raybuck’s service weapon was entered into evidence on March 4 after an officer found it wedged between the wall and the disabled support bar in the men’s restroom.

County officials say the suspension date has not yet been determined.

Kauai Police Commission initiated a disciplinary investigation with this on friday Complaints alleging retaliation by the chef against the police officer who found the gun and against the officer who recorded it as evidence.

The Commission announced Friday that it would not take further action on the complaints because “the evidence does not support the allegations made in the Complaints that would justify further action.”

Raybuck He announced last week that he will retire next year. His retirement was not contingent on any agreement or other agreement, the commission said.

Raybuck released the following statement on Friday:

“Approximately seven months later, the investigation into two of the retaliation complaints made against me was completed. The outcome confirmed what I made public in April: I have not and do not retaliate against my employees. Additionally, it would be ridiculous for me to retaliate against my employees for an incident that I promptly reported to the police commission before any complaints were filed against me.

Previous complaints about me were reported in the media before the allegations were reported to me and the investigation was completed. This practice did not provide me with due process and appears to be intended to create public embarrassment and put political pressure on me.

I am aware that public scrutiny is part of being a public servant. But it’s not fair for my family to continue to carry the emotional burden of people attacking my reputation and making false allegations against me. For this reason alone, I decided to retire from the police force.

All complaints must be taken seriously and retaliation against employees or their supervisors must never be tolerated. I respect the investigative process and appreciate the efforts made to uncover the truth.

Today, I accepted the notice and received a three-day suspension from the Police Commission for failure to properly secure my firearm on Police Department property. As I stated before, I accept full responsibility for my actions.

I learned some of my most valuable lessons in life from my mistakes. I hope others have learned from my experience the importance of properly securing firearms.

I want to thank the Police Commission for their support and confidence in my leadership. Contrary to all speculation, I was neither asked to retire nor did I announce my retirement to avoid any investigation or discipline.

I am confident that leaders within KPD will continue to work diligently to improve the services we provide to our employees and the community. “I will continue to provide the necessary leadership and support for the remainder of my time at the department.”
