Level 3 sex offender provisionally listed in Lewis County

Nov. 25—A Level 3 sex offender has been provisionally registered in Lewis County, the Lewis County Sheriff’s Office announced Monday.

“They are not wanted by law enforcement at this time,” the sheriff’s office said in a news release.

Kenneth Emory Allen, 31, was convicted of indecent exposure in Lewis County Superior Court in 2013, according to the sheriff’s office.

“The crimes involved Allen, who was 21 at the time, exposing himself to an unrelated 31-year-old woman for sexual gratification. He was sentenced to 14 months in prison,” the sheriff’s office said in a press release. he said.

Allen was also convicted in 2016 of four counts of second-degree possession of depictions of minors engaging in sexually explicit acts and was sentenced to 60 months in prison. “This crime involved Allen, who was 22 at the time, possessing multiple photographs of young women of various ages engaged in sexually explicit conduct on his electronic devices,” the sheriff’s office said in a news release. He said: “Allen is a Level 3 Offender and notification to this community is necessary as he is a clear risk of re-offending.”

Provisionally registered sex offenders do not have a registered address and must renew their registration every week. Notification is required only when a transient offender is registered with a county for the first time.

Allen is described as a white male with brown hair and brown eyes. He is 6 feet 2 inches tall and weighs 290 pounds.

“This notice is not intended to increase fear; rather, we believe that an informed public is a safer society,” the sheriff’s office said in a press release, adding: “Use of this public information to threaten, intimidate or harass sex offenders is a violation of Lewis County law enforcement.” “This abuse could potentially end our ability to publicly disclose this important information.”

The sheriff’s office encourages anyone with questions to contact Detective Kelton Wheeldon or Special Services Chief Gabe Frase at 360-748-9286.
