In a major legislative update, the UAE Government has issued a federal decree on traffic regulation, marking a step forward in the modernization of the UAE’s transport systems and road safety measures.

The law requires the UAE’s licensing authority to develop online platforms and smart applications to facilitate the issuance of licenses and permits, in line with the country’s push towards digital solutions in government services. Authorized by the Minister of Internal Affairs or the relevant licensing authorities in each Emirates, these new programs will enable both private and commercial operators to obtain approvals more efficiently.

In a groundbreaking step, the decree also establishes a ‘Federal Traffic Council’, the scope and responsibilities of which will be determined by the cabinet. This council will be tasked with overseeing new transportation initiatives and addressing emerging road safety challenges.

Advanced traffic and security regulations

The decree introduces a number of safety regulations covering all types of vehicles, their drivers and pedestrians. For example, pedestrians are prohibited from crossing roads with speed limits exceeding 80 kilometers per hour; Violators assume all legal and criminal liability for the events that occur. Deterrent penalties for violations in the new traffic regulation decree law

The decree underlines the UAE’s commitment to road safety, introducing deterrent penalties to address various crimes. These include:

  • Misuse of license plate: Imprisonment or a fine of not less than Dhs20,000.
  • Driving while drunk: Penalties for alcohol-related offenses range from a minimum fine of Dhs20,000 to Dhs100,000 and imprisonment. Penalties for narcotic or psychotropic substances increase to a minimum of Dhs30,000 and a maximum of Dhs200,000, with imprisonment.
  • Driving with a suspended license: Punishable with imprisonment for up to three months or a fine of at least Dhs10,000.
  • accident avoidance: Leaving the scene of an accident can result in imprisonment of up to one year and a fine of between Dhs50,000 and Dhs100,000.
  • Fatal accidents caused by carelessness: Imprisonment and a minimum fine of Dhs50,000 apply; Additional penalties apply if the incident occurs under aggravating circumstances, such as hazardous weather conditions.
