On Thursday, detectives with the Indianapolis Police Department Violent Crimes Unit (VCU) announced the arrest of 33-year-old Felipe Maguellal.

VCU detectives located and arrested Maguellal, who was allegedly involved in the murder of Perry Banks on Oct. 19, police said.

Just after midnight on October 19, FOX 59 reported He said multiple witnesses said Banks helped break up an argument between people he didn’t know at the Checkered Flag Tavern on West Morris Street.

Police tell FOX 59 Maguellal allegedly got into his SUV and intentionally drove toward the crowd. running and killing Banks reportedly tried to defuse the situation.

“I hope any criminal out there, anyone thinking of committing a crime, will think twice because IMPD is not going to stop and we are going to find you,” IMPD Officer Tommy Thompson told FOX 59.

Despite the arrest, some police leaders argue that the case against Maguellal demonstrates a flaw in the criminal justice system.

A week before the killing, police claimed security photos showed the same suspect, believed to be Maguellal, threatening and then shooting the driver of the car following a fight at a club on Indy’s south side.

FOX 59 reports the victim told police he was also trying to play a peacekeeping role by breaking up the disturbance among strangers outside the club.

The victim later claimed Maguellal grabbed a gun and chased him through the parking lot before shooting him in the elbow. The victim took himself to the hospital and survived his injuries, according to police.

Police immediately arrested Maguellal for battery and criminal recklessness in connection with that shooting, and court records obtained by FOX 59 show a Marion County judge initially granted the suspect $100,000 bail.

Court records show the bond amount Mageullal also had a ongoing criminal case Intimidation, unlawful entry and drug charges in Johnson County in September.

However, for unknown reasons, Maguellal’s bond was immediately reduced to $15,000 and he was released from jail just two days before Bank was killed.

“This is a revolving door system that gives a get-out-of-jail-free card to anyone who comes forward with allegations of violence, and these are the deadly consequences.” Indy Fraternal Order of Police Mayor Rick Snyder told FOX 59.

Maguellal denied any role in the killing, according to an affidavit in the murder case.

Maguellal is currently being held without bail pending the filing of formal murder charges.

Fox News Digital reached out to the Indianapolis Metro Police Department for comment but did not immediately receive a response.
