Delhi Government Launches Smart Payment System Against Traffic Violations | Delhi News

Government plans system for smart payments of vehicle challans

New Delhi: The process of paying Challans for violation of road rules is set to be as easy as paying while shopping online. Delhi government opened a tender for the selection of a service provider to develop the project. WhatsApp Business Application Programming Interface based solution for fines related to traffic rules. The system will send an automatic message via WhatsApp to the mobile phone of the person who committed the violation, containing the details of the violation and the penalty amount.
“Clicking on the payment option in the WhatsApp message will redirect the recipient of the message to a payment gateway with multiple options, including BHIM UPI, to pay one or more fines,” a government official said. According to the tender document, the service provider will develop a system where the transport department will send payment links directly via WhatsApp. WhatsApp messages will be sent in Hindi and English.
“The messaging framework should be able to send messages in various media formats such as images, PDF and video as allowed by WhatsApp,” the official said. In addition to the WhatsApp payment option, Challan payments will also be integrated with popular UPI applications such as Google Pay, BHIM and other platforms. This will allow people to pay their Challans quickly and easily. “Once payment is made through one of these apps, instant notifications will be sent whenever a new challan is created,” the official added.
The system would initially consist of transport-related challans. “Since WhatsApp has an instant messaging feature, it will keep reminding the person that there is a pending challan, just like banks or other companies that use the service for pending payments,” the official said.
Currently, people are using the government’s Parivahan e-challan website to pay fines. “Many vehicle owners do not receive SMS notifications for Challans for weeks. This problem will be solved once our system comes online,” said another official.
There are 82 lakh active vehicles in Delhi and around 1,000-1,500 e-challans are issued every day. This number may increase much more once the AI-based traffic violation booking system is launched by the Delhi government. The transport department has a web portal system registered with Vahan to issue and send challans to users using SMS and email. “Since WhatsApp has become the most widely used messaging channel for communication today, the Vehicle Challan Enforcement Department plans to use WhatsApp as a suitable channel. However, if the user is not registered on WhatsApp, the messages will be delivered via SMS and registered email, if any.” ” said the official.
The deadline for bidders to submit their questions is October 30, and the online pre-bid meeting will be held on November 1.
