Television footage from the town of Utiel showed rescuers working in boats in the dark to comb through floodwaters in Valencia, saving scores of people and emergency services still working to reach the worst-hit areas.

Carlos Mazon, regional leader of Valencia, one of Spain’s most important agricultural regions, said some people remained isolated in inaccessible places.

“To those who are still searching for their loved ones right now, all of Spain is crying with you,” Prime Minister Pedro Sanchez said in a televised speech. he said.

“I say the same to the villages and cities destroyed by this tragedy: We will rebuild your streets, squares and bridges together,” he said.

“If (emergency services) have not arrived, it is not because of lack of vehicles or inclination, but because of access issues,” Mazon said at a news conference, adding that it was “absolutely impossible” to reach certain areas.

Dozens of videos shared on social media throughout the night showed people stranded in floodwaters, some climbing trees to avoid being swept away. In the footage, rescue workers are seen carrying many women with a bulldozer bucket.

Officials said trains to the cities of Madrid and Barcelona were canceled due to the flooding, and schools and other essential services were suspended in the worst-hit areas.
