Targeted Dialogue

Following the completion of Informal Dialogue and Sustained Dialogue,
The next step in the process of selecting Olympics hosts is Targeted Dialogue. During this process, the IOC conducts a feasibility study to examine what progress is being made to complete a project.

In this dialogue, the IOC conducts “extensive consultation” with stakeholders involved in the Olympic Movement. This includes consultations with International Sports Federations and “other experts,” according to the Olympics’ official website. The IOC also produces independent reports on important factors such as potential environmental impact, public opinion, venue costs and the human rights situation in the potential host city.

The “Preferred” Host will be asked to complete the Future Host Survey and will also fully commit to the country’s potential to host the Games should it win the bid.

The Executive Board may recommend “one or more Preferred Hosts” for selection by the IOC Session. “If one or both parties consider that the time is not right or the conditions are not met, the Future Host Commission may recommend that the Preferred Host return to Continuing Dialogue,” reads a statement on the Olympics website.

Host Elections

Once the Targeted Dialogue is completed, the next step is Host Selection. Once the Board calls an election, Preferred Hosts will be invited to a meeting where they are expected to make a presentation for the project and discuss vital points with IOC members.

Preferred Hosts will then prepare a final presentation for the IOC session. Once this is done, all IOC Members vote for the hosts via secret ballot. Once selected, the Host will sign the Olympic Host Agreement with the IOC. The host of the 2036 Olympics is expected to be announced at the IOC session in 2025.
