City of Lubbock Water Services informs customers about galvanized service lines

LUBBOCK, Texas (News Release) -In November 2023, the U.S. Environmental Protection Agency (USEPA) announced updated changes to the Lead and Copper Rule Revisions (LCRR), referred to as the Lead and Copper Rule Improvements (LCRI). October 2024. A key element of the LCRI is the replacement of certain water lines within ten years, reducing the level of lead action in water, and new inventory and reporting requirements.

The City of Lubbock Water Utilities released the USEPA LCRR-required Master Service Line Inventory for water systems last month and will be available to the public on October 16, 2024. We were pleased to announce and report that the city’s water is lead-free. Service lines in the distribution system.

While the city was unable to find any lead water service lines, 153 customers’ privately owned water service lines were determined to have galvanized steel pipes. The new USEPA LCRI regulation requires all public water systems to notify customers annually until the entire service line is replaced, starting this fall. The Lubbock Water Authority is required to notify both the property owner and the property owner of the service connection. The purpose of the notice is to explain why USEPA requires replacement of galvanized line to reduce the risk of exposure to lead in drinking water. The notice also includes steps customers can take to reduce risk exposure. Those with galvanized lines will receive notification via US mail.

The Lubbock Water Authority is currently developing a galvanized service line replacement plan for property owners identified as having a private service line that contains galvanized pipe. This plan will be made available to the public. This federal mandate to replace galvanized lines will begin in October 2027 and is projected to be completed in 2037. Under LCRI, all water systems are required to regularly update their inventories, identify the materials of all service lines, and communicate plans for the galvanized replacement program. . Throughout the process, the Lubbock Water Authority will communicate directly with those with privately owned galvanized service lines, educating them and providing updates.
