Videos show timeline of deadly 2019 police shootout in Broward after burglary in Miami-Dade

MIRAMAR, Fla. – As a group of officers await trial, a series of videos helped investigators piece together the timeline of a 2019 police shootout that went wrong after a chase from Miami-Dade to Broward County.

Four people died in the police shooting on December 5, 2019: Two criminals, Ronnie Hill and Lamar Alexander; Frank Ordóñez, a kidnapping victim; and Richard Cutshaw, an innocent bystander.

Surveillance video shows how it all started when Hill, 41, armed himself, stormed into Regent Jewelers on Miracle Mile off LeJeune Road in Coral Gables during a burglary.

Surveillance videos show Ordóñez, a 27-year-old father of two, working as a UPS driver. Around 4:35 p.m., Hill and Alexander, 41, took him hostage and drove the UPS truck onto Miramar Parkway.

Hill was injured during the burglary. The FBI, Florida Department of Law Enforcement and Broward State’s Attorney investigated the fatal attack on police after 5:35 p.m.

According to FDLE, 20 officers from four agencies fired more than 200 shots near Flamingo Road. Cutshaw, 70, was shot in the head while driving his 2009 Grand Marqui.

FDLE turned over findings to Broward SAO on September 15, 2021. Prosecutors charged four police officers.

Richard Santiesteban was accused of firing approximately 45 shots, hitting Ordóñez twice, according to investigators.

Investigators believe Rodolfo Mirabal and Jose Mateo each shot approximately 20 times and each shot Ordóñez once.

Leslie Lee was accused of shooting more than five times and also assaulting Ordóñez once.

The four pleaded not guilty to manslaughter charges in July.
