Rapper Mosley, known locally as Lil Frank, led police on a chase that began in Wauwatosa because he didn’t have a license plate, prosecutors said. The fleeing vehicle reached speeds of 186 mph at one point before police broke off the pursuit.

In court, Mosley apologized to Mogensen’s family and took responsibility for the crash, but claimed it was an accident. Although Mosley did not intend to hit anyone, he chose to drive at an “absurdly high speed,” Swanson said.
