Orlando Police Chief Eric Smith said the suspect passed more than 10 officers just before opening fire.

While police teams caught the suspect, the chaos of people fleeing the scene was reflected on security cameras.

Police said nine people, aged between 18 and 39, were injured, some in serious condition.

Anthony Berry, 20, who is training to be an EMT, said he was grateful to be alive after being shot in the top of his head.

A student from the University of Central Florida was among the two people killed, according to the university.

Orlando Mayor Buddy Dyer said he would declare a local state of emergency for businesses in the downtown entertainment district, banning alcohol sales after midnight and enforcing a 1 a.m. to 5 a.m. curfew.

“It’s unfortunate that changes to the state’s concealed weapons laws (in 2023) will make it even easier for people to carry guns,” Dyer said at a news conference.

“You can legally carry a firearm as long as you don’t fall into a certain category: minor, convicted felon,” Smith said. “For most people, it allows them to carry a concealed weapon without obtaining a concealed weapons permit.”
