DEC finalizes regulation to simplify transition to paper licenses for hunters and fishermen

The New York State Department of Environmental Conservation (DEC) has adopted a new regulation aimed at easing the transition from plastic to paper sporting licenses for hunting, fishing and trapping. This move is designed to help Licensing Agents (LIAs) offset the costs associated with this transition.

The updated system replaces plastic Valeron materials with plain paper for all licenses and associated labels. As part of the change, LIAs will provide their own paper, printers and ink. To cover these costs, DEC approved a $1 printing fee for licenses purchased in person from LIA. Customers can also choose to have their license printed and mailed by DEC’s fulfillment vendor; this incurs an additional $2 fee.

Hunting and fishing enthusiasts can avoid these fees entirely by opting to receive their licenses and tags free via email; this allows them to print their documents at home. This option is available for licenses purchased online, by phone, through the HuntFishNY mobile app, or directly from LIA.

The regulation is consistent with DEC’s efforts to modernize its Automated Licensing System and reduce the environmental footprint of its operations. The new rules aim to streamline the licensing process while ensuring LIAs remain financially sustainable.
