Ohio man arrested at hotel to meet girls on child pornography charges

A Circleville man who previously served two federal prison sentences for possession of child pornography was arrested after a planned meeting with several teenage girls and people he thought were their mothers.

Federal agents arrested William Kisor, 56, outside a hotel on Columbus’ Southeast Side on Thursday; According to federal court records, Kisor thought he was meeting a mother with whom he had been in contact and who had three young daughters. Instead he was detained.

Instead, Kisor was taken into custody and charged in U.S. District Court in Columbus with attempted seduction of a minor.

Kisor was released from federal prison in 2013 after serving more than 11 years for a conviction for possession of child pornography. Court records show a judge recommended Kisor serve his sentence in a prison facility that offers sex offender treatment.

Court records say that when Kisor was released, he reconnected with a woman he had been in contact with before serving time. He believed the woman was the mother of two teenage girls living in Colorado, but court records say the woman was an undercover federal agent. When they resumed communication, the agent told Kisor that he had two other daughters while he was in prison.

According to court records, Kisor began communicating with the undercover agent using the email address he used in 2012 and shared a photo he received with the agent as part of previous email exchanges to verify his identity.

Court records say Kisor repeatedly commented that he wanted an open, incestuous relationship with the woman and their children, including texting with the same undercover agent who said he was one of the women. Court records say the interviews with the boy, whom he knew was a minor, were “extremely revealing and graphic.”

An affidavit filed in Kisor’s case details numerous sensational exchanges and comments made between Kisor and what he thought was a minor over a period of approximately 21 months. At various times, Kisor provided identifying information about himself, including the address where he lived; this is the same Circleville address that Kisor gave when he registered as a sex offender.

Court records also state that the undercover agent asked Kisor about the terms of his release and whether he could be with the children. Kisor said he could do so as long as he was supervised, and that his parole officer consciously avoided owning a smartphone because it could install monitoring software.

Kisor also told the woman that he was not allowed to leave Ohio as part of his release conditions, but that he would allow her to see him and their daughter and begin their relationship.

In October 2024, Kisor told the undercover agent that he had been “imprisoned twice for what we were going to do.”

When Kisor was sentenced in 2012, he was informed that he would be on probation or parole for 10 years after his release. As a condition of release, Kisor was required to have no contact with minors, supervised or unsupervised, unless the judge approved it, according to court documents. This includes any telephone, email or text communication.

Court records show Kisor was also convicted of possession of child pornography in 2003 and sentenced to nine years in prison.

Kisor and the undercover agent he believed to be a potential romantic partner agreed to meet when the agent said he was coming to Ohio on a business trip and was bringing one of his daughters with him. When Kisor arrived at the hotel meeting location in Columbus, federal agents were waiting for him and took him into custody without incident.

Kisor is currently being held in custody pending future court dates.
