Court records allege a Detroit man sexually abused multiple children before attacking a 12-year-old boy

OAKLAND COUNTY, Michigan. – A Detroit man accused of sexually assaulting a 12-year-old girl in a West Bloomfield park in August is also accused of sexually abusing multiple children, according to court records.

The criminal complaint was filed on October 29, 2024, by a special agent with the Department of Homeland Security.

Joshua Brown-Hill, 25, Arrested on August 15, 2024West Bloomfield park and was charged with three counts of first-degree criminal sexual conduct after allegedly sexually assaulting a 12-year-old girl.

Details of the arrest

A West Bloomfield officer conducted a check at Pine Lake Park and observed a black car parked in three parking spaces.

The officer approached the car and found a shirtless man, later identified as Brown-Hill.

Brown-Hill told the officer there was another person with him and that he was “of legal age.” When the police officer asked how old the person was, he said he was 18 years old.

While Brown-Hill waited near the patrol car, the officer found a girl inside the car lying on a blanket with a towel covering her waist. The girl told police she did not have a driver’s license and was 12 years old. He also said he met Brown-Hill through Snapchat.

The 12-year-old victim also said she told Brown-Hill her age verbally and via text message.

Further investigation revealed that Brown-Hill allegedly sexually assaulted the 12-year-old girl in the park.

Brown-Hill was arrested and taken to the West Bloomfield Police Department. Officers took the girl to her parents, who confirmed her age.

Brown-Hill spoke with 12-year-old victim for nearly two years

A few days later, investigators learned that the 12-year-old girl met Brown-Hill on Snapchat when she was about 10 years old.

Brown-Hill sent a friend request to the 12-year-old, who accepted, and they began texting each other.

Brown-Hill had taken him from his home on two separate occasions when he was about 10 years old. During these encounters, they went to the park and chatted. He later blocked Brown-Hill’s Snapchat account.

In June or July 2024, 12-year-old Brown-Hill started texting again. During their meeting, Brown-Hill sent him sexually explicit photos and videos. The 12-year-old boy did the same. Investigators said Brown-Hill knew the victim’s age. During the same period, Brown-Hill went to the girl’s home and sexually assaulted her.

West Bloomfield police and Homeland Security agents investigated Brown-Hill’s Snapchat account after his arrest.

The day before the sexual assault, Brown-Hill tried to persuade the 12-year-old victim to leave the house via Snapchat.

Text messages between the 12-year-old girl and Brown-Hill dated back to July 23, 2022, when investigators found the Detroit man asked the victim for sexually explicit content.

Brown-Hill attempted to text the 12-year-old girl multiple times between Sept. 21, 2022, and Jan. 27, 2023, but received no response.

But on April 7, 2023, Brown-Hill sent the following message to the victim: “You want me to leave you alone, if you say yes I will stop bothering you (sic).”

The 12-year-old victim responded to Brown-Hill: “Please, I don’t think it’s right for an 11-year-old to be with a person in their 20s (sic)” and “You would do that.” “If anyone finds out, we’ll be in big trouble.”

“It’s okay, honey, I miss you but I’m not going to stick around but I want to check if you’re okay with it (sic),” Brown-Hill said.

Brown-Hill continued to speak sexually to the 12-year-old victim from April 2023 to July 2024. During this time he received explicit photographs of the child.

Brown-Hill sexually abused multiple children on Snapchat

Investigators recovered messages from April 19, 2024, to June 12, 2024, in which Brown-Hill requested a 13-year-old girl send him sexually explicit videos.

Brown-Hill also spoke to a 14-year-old girl between December 2022 and March 2023. He also demanded that this victim send him sexually explicit images. Investigators said messages between him and the victim showed Brown-Hill was aware of the child’s age. Texts between the Detroit man and this victim were interrupted when the 14-year-old’s number changed.

Brown-Hill texted the fourth child, a 13-year-old girl, between April 10, 2023, and July 4, 2023. Investigators said Brown-Hill convinced the victim to send sexually explicit images and knew the child’s age.

From December 2022 to August 11, 2024, Brown-Hill texted the fifth child for sexually explicit content. Brown-Hill asked the boy how old he was and he said he was 13. Brown-Hill appeared to continue speaking to the child in a sexual manner.

Investigators find more child sexual abuse material via Brown-Hill’s group chat

After further investigation, authorities found that Brown-Hill was in a group chat on Telegram, a social media platform where people share child sexually abusive material.

On August 4, 2024, Brown-Hill participated in a second group chat under the pseudonym, which contained numerous sexually explicit images of children.

Brown-Hill faces federal charges

Detroit man faces federal charges for sexual exploitation of children, mailed material containing child pornography, receiving/distributing mailed/sent material containing child pornography, and using interstate/foreign commerce to entice minors into sexual activity.
