Another resident, Julian Ormeño, said he doesn’t think authorities are helping enough.

“I didn’t see the police, the mayor or anyone else; no one came to show their face,” he says. “They raised the alarm when the water was already here. They didn’t need to tell me the flood was coming anymore.”
